抄訳：2003年10月7日の国連総会で、ノース・コリア代表は「拉致問題は解決済みだ。日本政府は帰国させた５人を早急にピョンヤンに帰らせねばならない」と主張した。
この発言は、いまだにノース・コリアに拉致された被害者の家族が残されている問題を隠そうとするものだ。他国の主権を踏みにじって１３人（公表されただけでも）を拉致し、しかも、死亡したとされる８人の拉致被害者の書類内容や事実関係についても疑問点が多く残されている。その上、２０数年ぶりにようやく帰国が実現した５人を「帰らせよ」などというのは理不尽もはなはだしい。
もし、拉致問題が解決済みなら、「５人を帰国させる」必要もないではないか。その前に、被害者を誘拐犯のもとに帰す必要がいったいどこにあるというのか。
ノース・コリアの国連総会での詐欺的な主張は、それそのものが「テロリズム」であり、国連が国際社会で今後も機能するためには、このような詐欺的で利己的な発言を許してはならない。国連事務総長の名において、断固として非難し、厳しく処罰するべきだ。
United Nations must not allow any propaganda of international terrorism in any UN's activities. But October 7th 2003, UN's General Assembly seem to be the speech meeting to justify terrorism.
North Korea, Democratic People's Republic of Korea's UN representative stated in the UN's main meeting " Japanese citizens' abduction case is finished. Japanese government must return five people to Pyongyang as soon as possible."
This statement is totally unacceptable and it was filled with big lies.
North Korean leader, Kim Jon-il made apology for kidnapping of 13 Japanese citizens in the 1970's and 1980's to train North Korean secret agents. North Korean government said 8 out of 13 citizens "died" and 5 survived.
And North Korean representative is insisting to back these 5 abductee to Pyongyang from Japan.
North Korea has created abduction case. If there was promise, one year ago, to send 5 abductees to Pyongyang after short stay in their home in Japan, kidnapped victims never have to be sending back to criminal.
As if the abduction case have been finished, as North Korea said, still more, these 5 Japanese citizens must not be sent back to Pyongyang.
Also there are restrained families in North Korea just like hostages right now.
It is obvious these left families in Pyongyang are under control of North Korean government, therefore they may not be realizing themselves they are hostages.
And most of "dead" 8 Japanese citizens' "deaths" have just proved by "Death Certificates". These copies of "Certificates" completely same format, though some of copies were issued by different hospital, and precisely the stamp was placed at the same location with same shade.
These "Death Certificates" are apparently "Invented" by North Korea's agents. Then there is large possibility that some of "dead" abductees are executed in secrecy.
And one more problem is there are many "Sign" of existence of more Japanese abductees in North Korea.
Most big issue is North Korea's such "Rhetoric" will be used in the international multilateral negotiation of nuclear talks.
This is the reason why we must not allow North Korea's fraudic statements at UN's conferences.
The statements are assumable the terrorism. These are not " Complex Problems" . Therefore UN have to condemn and punish if required such oppressive and self-righteous behavior of North Korea.
Rights of express one's opinion must be assured to all representatives attending UN's conference, especially in " General Debate ". But there must be truth, faith and mutual respect.
Statement ignoring other countries' situation and opinion doesn't suit for UN's activities. At least UN's secretary-general should comment for the inappropriate statement of North Korea to avoid misunderstanding.
UN must " Remain Relevant ".
